Just been looking at things on evilbay. Some of them coming from overseas are giving a price and saying there needs to be a 20% VAT paid too. I understand that for brand new items. But what is the case for 'used/second hand' items? Is the VAT still required?

It still has a value, it depends what the sender puts on the customs form, or what customs thinks it's worth.
