When my 190 kit came I saw that the decals were all yellow with age and they cannot be applied. Anyone knows how to restore them? Or should I just buy a new kit?

Apparently if you tape them to a window facing the sun they will bleach removing most of the yellowing, you'll need to check daily and remove once they've reached a satisfactory level.
I've never tried this personally but read about people doing this frequently.
Alternatively you could buy some appropriately sized decals to replace them.

Do I tape it to the inside of the window so that there is a piece of glass inbetween the sheet and the sun or on the outside of the window where it can be exposed to direct sunlight?

On the inside of the window, if you ca guarantee dry weather you could put them outside but it'd be dissapointing if they blew away or it rained on them 
Make sure that you don't have any sort of special UV resistant glass though, highly unlikely but worth a check and you can't do any damage.
