Are they not to denote which Country the vehicle is registered in, eg: GB = Great Britain, F= France, D = Deutschland, NL = Netherlands, IRL = Ireland, etc, etc.

Yep, as PJGTECH says, they are vehicle registration plates, used to denote the cars country of origin when travelling abroad. They are used like this….
