Well to be honest i'll not be surprised if other places follow suit. If people are stupid enough to flout the 2m ruling and/or social gathering protocols such as at certain recent marches or a god awful team winning a sport event, then this is what is going to happen.
When everyone else gets a further easing on 4th July (though most people seem to have assumed we are already there, at least in Birmingham) poor old Leicester doesn't, due to a recent spike in infection rates. That should be put into perspective. It's 866 new cases over a two week period, in a city with a population of about half a million.
This hasn't been thought through. Responsible people will adhere to the guidance, but a substantial minority will not. If they need a service which has been kept closed in Leicester they will simply drive somewhere else to get it. That seems like a good way of spreading the virus to me.
The continued restrictions in Leicester are not enforceable, despite government bluster about 'new laws'. The city will not be behind barbed wire, nor will there be a police car on every road out of the city, checking vehicles. This is the UK, not the PRC!
Hopefully, most will agree to the continued inconvenience, but it torpedoes the 'we are all in it together' mentality so important to keeping the public on board.

I think the quarrentine law and actions of the police and Court are brilliant.
The 14 day quarrantine is the key reason why it has been 80 days since there has been a positive COVID test and why all social distancing restrictions have been removed. It may be harsh, but it has worked. most people here support it, for instance even my brother-in-law has just had to self-isolate for 3 weeks (one week before going to Southampton General Hospital, and 2 weeks after returning to Guernsey) fully supports the quarantine law.
Our Deputy first minister wants to impose 14 day quarentine on those travelling from the rest of the UK, sensible girl.
It's worked here. Although it does need to be resourced. Here anybody arriving has to provide a land-line number and police/immigration officers will check up by phoning and Conduct surprise visits to physically check people are home. As wel as that, welfare officers will also check to ensurd they are ok for food etc.
