I was coming home from Calais just before the hovercraft service ended, so I had to try it out. Everything was in 'aircraft' parlance, flight times etc. At the end of the flight, they even brought the hot towels around, just like they used to on long haul flights. So, to me, the crew certainly treated it as a flight.

          It's a very good question.

After a brief ponder I have decided that I'm with Jakko and Tony, a hovercraft is an aircraft of a sort.

I'd stick it under civil aircraft, but I don't think anyone will get their knickers in a twist if it went elsewhere!
