I don't think there are any specific programmes for this purpose, a lot of people use other standard programmes to do this. Eg, Adobe Photoshop etc.
You have one very useful programme on your computer already - assuming you are running Windows, that programme is Microsoft paint - very simple but much under-rated. I have used it several times for making my own decals and it does the job very nicely. There is a much enhanced version of this programme available for free as it was licensed by Microsoft to a University to improve on it & it now has quite a few of the photoshop functions in it too.
It is called Paint.net and can be found here: Paint.NET - Free Software for Digital Photo Editing - Like I said this is totally free so worth the download and a play around with.
I know Vista has a newer version of paint with it now - I am not sure if it is the same as the above programme but I will check next time I am on a Vista Machine.
And if you have Microsoft Word - it is much more than just a word processor - check out the drawing tools in that programme - anything you do there can be copied and pasted into paint or other programmes for further editing.
