I still have a can of Testors Decal Bonder spray which provides strength and a coating to old decal sheets. Unsure if anyone makes such a thing now, but you might be able to source a similar product. Which kit is giving you trouble? If it's the Tamiya Phantom, I've just done 9 rounds in the ring with my Tamiya FW190 and can advise you with how I dealt with these.
Microscale produce a decal film that you can brush on them. John may have some. Be careful to brush directly into the decal or you will have a lot of delicate trimming around the decal to do.

I've used the Microscale Liquid Decal Film, and it's worked on some really old decals. As Barry said though you need to keep it to the actual decal not the backing paper.
