I won't give you a clue - It's a museum, but nowhere near the amount of work you are putting into this little gem. You beat me to it!
Regarding the placement of people and seeing as how you have asked for opinions. I tend to disagree with our mates. Taking a look at the figures so far, my eyes wander all over the model and tend to miss the main attraction. Can I suggest no more figures, but, with perhaps the exception of the single figure on the stairs, group them all together, rather like a guided tour. That way the eyes are led from the assembled group in the foreground ( what the viewer will probably see first) to the splendid tank sections, rather than all over the diorama.....perhaps even add more figures to the group!
