Hello I was wondering when using the micro-set and micro-sol is it necessary to apply a clear coat over decals since they were burned into the paint?
 
Short answer: No.

If however you will be handling the model (playing with it lol) a lot, it might be a good idea. Decals, even the thick, unmanageable ones, are only a few thou thick (or is that thin???) and could be damaged by handling.

I agree. I apply a clear coat over decals only because I apply weathering using techniques that work best over a gloss finish. Once weathered I then apply my final varnish.
