having just spent the last few hours cut tiny cobbles out of balsa wood for a dio, i searched the net for an easier way and stumbled across this, Form-U-Lay - Vacuum-Formed Moulds for Modelers any one tried these moulds or dealt with this company, looks quite cheap.
 
Didn't someone here try some kind of seeds for making cobbles? I'm sure that would be easier than trying to mould something. Just a layer of PVA or similar and spread them all over with a coat of varnish to preserve them.

Cobblestones

Depending on what scale you are modelling, Slatersplastikard.com produce embossed plastic sheets of passable cobblestones and granite sets. An alternative is this'

Cobblestones - injection moulded plastic sheets (4 Sheets) - Wills Kits - SSMP218

This is a bit more random, but may be useful. Anything for an easy life.
 
Also depending on what scale you are building then you can also use very small fish tank pebbles. White glue them onto your surface and there you go.

Sorry folks but I can't seem to get the cobblestone web address to register even after typing it in full, but Google Rails of Sheffield and look for "cobblestones-injection moulded sheets.

Doh, my computer literate son has just pointed out that you can click on the web address to get to the cobblestone web site, I must remember that.
