A rare and very limited production vehicle to escort convoys and the like, first serious attempt to utilize a fully turreted SPAGG.
Few were made and it is unclear what combat role if any they may have had.

Was going to put it in Ron's GB but it was too close to completion, just have to make up tracks and a do-dad and tweak or two and she should be done.

Kugel is also bullet which would make sense here.
