The current build is a Lightning, the next stage is decals but the colours now are gloss black for the tail and aluminium - also gloss

If the colours are already gloss, do I really need a gloss varnish coat? I know it is for the decals to seat better but does it matter if the paint is already gloss?

When I'm building cars I don't gloss before adding decals, as the paint is already a gloss finish.

What’s necessary is a smooth surface for decals, it doesn’t have to be gloss. That said a glossy surface can help and it doesn’t matter if it’s glossy paint or varnish.
