Hi Chris. You can use a varnish, someone will let us know what they use. I still have a can of Testors Decal Bonder spray which provides strength and a coating to old decal sheets. Unsure if anyone makes such a thing now, but you might be able to source a similar product. Which kit is giving you trouble? If it's the Tamiya Phantom, I've just done 9 rounds in the ring with my Tamiya FW190 and can advise you with how I dealt with these.

Microscale produce a decal film that you can brush on them. John may have some. Be careful to brush directly into the decal or you will have a lot of delicate trimming around the decal to do.

I've used the Microscale Liquid Decal Film, and it's worked on some really old decals. As Barry said though you need to keep it to the actual decal not the backing paper.

Hi Chris.
I think the microscale stuff comes in a small bottle like the Micro set and Sol.If you use youtube and watch the Peterborough.ipms show report last Sunday you will see a gent explaining his prototype B58 build from Monogram. When i used to print my own decals i got a fixative spray from Amazon and it seemed to work well.Id give the Microscale decal stuff a go like Barry advises.Heard good reports about it.
Have fun.
Richard
