I think you can get a close enough approximation if you just model the bottom edge, a bit above the lower edge of the greatcoat,I guess a talented modeller could create those lightweight coveralls with tissue or summat but don't get looking at me for that!

from a line of putty that you blend into the coat above it. Then just paint the whole thing white up to that new bottom edge, and the grey-green of the greatcoat under it. That should give the impression of a white overcoat on top of the greatcoat pretty effectively.
