This hasn't been thought through. Responsible people will adhere to the guidance, but a substantial minority will not. If they need a service which has been kept closed in Leicester they will simply drive somewhere else to get it. That seems like a good way of spreading the virus to me.
The continued restrictions in Leicester are not enforceable, despite government bluster about 'new laws'. The city will not be behind barbed wire, nor will there be a police car on every road out of the city, checking vehicles. This is the UK, not the PRC!
Hopefully, most will agree to the continued inconvenience, but it torpedoes the 'we are all in it together' mentality so important to keeping the public on board.Comment

Can you not arrange to see the car(s) while staying within the guidelines?
Leicester will be under the same restrictions that we all are, or are supposed to be, until July 4th.
I'm no expert, just seems like it could be done. I'm sure that the seller will be as keen to sell as you might be to buy
