I know, I thought the same thing even after doing some research to make sure that I had it in the correct position… In addition, looking out of the vision ports had to be extremely difficult… Very small cramped half track for troops

In the days before power steering heavy vehicles had flat steering wheels. Look at buses for example . This was so the driver could pull on them to more effectively generate power to move the wheels. In a cramped vehicle with a sloped front like this, the reversed angle was probably as close to that as the manufacturer could get.
