Its not, I'm afraid, see page 45 , chapter 9 sub section 4 y. Voting Laws in the UK H.M.S.O. Publication dated 1894.
Recounts where cats are involved , states quite clearly that there will be no recount if any cats, alive , dead , stuffed or other wise are involved.

I refer to the reply given to my learned friend the Member for StuGville East above. The fact that your cats had there voting cards late is of no consequence, it's like telling the Inland Revenue you didn't have a tax return sent out.
