Why not just put both in one kit, I wonder?
That was my first thought too, but it doesn’t really make sense here: the kit shouldn’t get any more expensive to make by adding or removing one or two parts — in fact it gets more expensive by doing all the different versions. At the same time, modellers who want both version will simply either buy two kits, so the income will be the same for the manufacturer.99.99% of the time, the answer to "Why don't they ....?" is money!

That simply means that whoever added the Heller version to Scalemates didn’t know of the connection between the two. (I’ve gone in and added that link, but it refuses to show up on the timeline for the Heller kit for some reason.)I went and checked on Scalemates, and it said "new tool 2020". However on a review of the Heller model, it clearly states & shows it's the ICM model reboxed.
