If you count Hitlerjugend as not civilians, then the Boy Scouts also wouldn’t be civilians, IMHO. HJ was essentially the National Socialist take on those, anyway.
I suspect the helmet marking indicates which service he belongs to, but it’s not my area of specialty. Some research leads me to think it’s a police decal:

Used this in my French Street Dio, minus the Solider. Nice kit.

I had to look up what an APA-50M is, but that’s the vehicle on the right of the image: an electrical generator on the back of a truck. That must mean the other truck is a ZIL-131 with a “kung”. I can’t make heads or tails of the word either, and neither can Google Translate (which tells me that “кунг” translates from Ukrainian to English as “Kung” …) but going purely by the photo, I suppose it somehow means “workshop body” or something along those lines? (Interesting side note: there used to be a very similar ex-East German vehicle in the Overloon museum, and I found it funny when I noticed that had an original sign inside the back door warning that it was forbidden to sleep in the back.)
