In the absence of a circle cutter, a good trick for cutting circles in masking is to glue a sharp pointed blade to a dowel that fits in the compass. Or as I have done a pair of dividers that I have sharpened one of the needels to a cutting blade. Works better than a so called proper circle cutter if you ask me.
On the subject of masking. Have a look in an art supplies shop for "frisk film" Its a low tac clear masking film made from plastic and gives a very good clean cut line. It is also robust enough that you can lift parts out, paint the subject and when dry put the film back and remove another section. Very good for complex masks on larger subjects.
