Trumpeter (that has the same parent company as Bronco) is much the same, I found with my recent Rooikat: they would, for example, have you complete the upper and lower hulls separately before joining them. Sane people put the top and bottom hull pieces together first, then stick all the details on, for no other reason than to avoid breaking many of the small bits off again. In retrospect it would probably also have been simpler to put the suspension arms onto the hull and then put the springs in, rather than add the springs to the arms before glueing the assemblies to the hull. I agree it looks like whoever designed the instructions doesn’t have much hands-on experience building model kits.why would you assemble in that order? It's more logical to add the Ba40s to the hull, then add the handles, Ba29 after. There are other examples of build sequences that are poor, it looks like the artist had no real idea of how to build the model.
